RUMAH LAYAK HUNI BAGI MASYARAKAT BERPENGHASILAN RENDAH (MBR) DI KALIMANTAN SELATAN

Abstract

The concept of Poverty consists of the poor, people who have an average expenditure / capita below the poverty line, while the poverty line is a population that has an average expenditure per capita or month below the poverty line is categorized as poor, while the poor are the percentage of the population. below the poverty line (GK), the poverty depth index is the higher the index value, the farther the average spending of the population is from the poverty line, the poverty severity index is the higher the disparity of expenditure among the poor. MBR is a program from the Central Government and Provincial, Regency and City Governments with the current phenomena (a) Population growth continues to increase (b) Low access for MBR to banking (non-bankable) (c) Limited ability of MBR housing development actors to fulfill technical requirements (d) Limited Government Budget. A livable house (RLH) has 2 degrees of feasibility, namely physical quality which includes 3 variables, such as: type of roof, type of wall and type of floor. The feasibility is measured from house facilities such as floor area per capita, source of lighting and availability of toilet facilities large (WC). An uninhabitable house or commonly abbreviated as RTLH is a house that does not meet the requirements for a livable house. Usually, RTLH has unreliable building construction, the area is not in accordance with the standard of occupancy per person, and is not healthy and/or dangerous for the occupants. The feasibility of housing is usually measured from two aspects, namely the physical quality of the house and the quality of home facilities. The South Kalimantan Provincial Government in planning to reduce Regional Poverty by building MBR Public Houses to meet housing needs for low-income people.
